After coming into effect in February 2025, it will become largely mandatory as of August 12, 2026. The goal is to drastically reduce packaging waste and establish a true circular economy. Starting in 2030, packaging must be designed to be recyclable (classified into classes A through C), plastic packaging must meet specific recycled content quotas, and a maximum void space ratio of 50 percent applies to transport and e-commerce packaging. In addition, strict documentation requirements will apply, including an obligation to retain compliance documents for 5 years for single-use packaging and 10 years for reusable packaging.    <br\/><br\/>Those who underestimate these deadlines risk severe penalties and, in the worst case, Europe-wide sales bans. The food industry is particularly hard hit. Here, the new recycled content quotas directly conflict with the strict hygiene and migration limits of food law (e.g., Regulation (EC) No. 1935\/2004), while the availability of high-quality, food-grade post-consumer recycled material (PCR) is currently very limited. What at first glance sounds like a task for procurement, product development, and logistics turns out in practice to be a major IT and data challenge. All transaction data regarding the origin and whereabouts of packaging is archived in a legally compliant manner for five to ten years using system-supported processes. This enables you to respond immediately and precisely at any time in the event of quality deviations or product recalls.  <\/p>\n\n<h3 class=\"wp-block-heading\">Expansion of Quantity and Material Data<\/h3>\n\n<p class=\"wp-block-paragraph\">Your IT systems must be configured to fully document the exact weights of all packaging for reporting to national registries and to break them down precisely by material categories such as glass, paper, or plastics. This data also forms the legal basis for country-specific eco-modulation of EPR (Extended Producer Responsibility) fees, under which materials that are difficult to recycle are subject to financial penalties. <\/p>\n\n<h3 class=\"wp-block-heading\">Tracking of Reusable Packaging (Re-Use)<\/h3>\n\n<p class=\"wp-block-paragraph\">The IT solution must ensure that all circulation cycles (rotations) of reusable packaging are fully recorded to provide audit-proof evidence of compliance with statutory reuse quotas. Furthermore, monitoring the return logistics requires integrated system functions that verify and log compliance with microbiological hygiene standards, particularly in the food sector. <\/p>\n\n<h3 class=\"wp-block-heading\">Documentation of the Recycled Content vs. Food Safety<\/h3>\n\n<p class=\"wp-block-paragraph\">Continuous, system-supported data collection is absolutely essential for verifying the recycled content as a plant-wide average. This system integration also ensures that all food safety requirements and measures to prevent the unintentional introduction of foreign substances are fully documented. <\/p>\n\n<h3 class=\"wp-block-heading\">Technical Specifications and Immediate Bans<\/h3>\n\n<p class=\"wp-block-paragraph\">Reliable system checks are required to verify the maximum void space percentage of 50 percent and to block prohibited formats, such as single-use miniature packaging for sauces and sugar. There is also an urgent need for action regarding the strict ban on PFAS in food packaging, effective August 2026. This ban requires an immediate and systematically controlled transition to safe alternative materials. PFAS, or per- and polyfluoroalkyl substances, are a group of extremely persistent synthetic chemicals that pose a risk to the environment and human health.   <\/p>\n\n<p class=\"wp-block-paragraph\">For a successful audit, these five data points must be fully recorded in the system. While SAP offers a cloud-based management layer called <em>Responsible Design and Production<\/em> (RDP), this comes with additional licensing fees. The good news is that your standard SAP S\/4HANA, as the \u201csystem of record,\u201d already includes all the tools you need for an audit-compliant implementation.  <\/p>\n\n<h2 class=\"wp-block-heading\">What\u2019s already included in the standard SAP S\/4HANA<\/h2>\n\n<h3 class=\"wp-block-heading\">Material Classification and Bills of Materials (BOM)<\/h3>\n\n<p class=\"wp-block-paragraph\">Use the integrated classification system to enrich packaging materials with the new PPWR attributes \u2013 such as PFAS-free status, recycling classes A through C, or PCR content \u2013 and firmly link them to your finished products via multi-level bills of materials.<\/p>\n\n<h3 class=\"wp-block-heading\">QM Inspection and Batch Management<\/h3>\n\n<p class=\"wp-block-paragraph\">Stricter control and monitoring of critical packaging during goods receipt can be designed and implemented as a system-supported solution via SAP QM. Consistent batch tracking ensures maximum transparency regarding the quality and origin of each package. It also enables you to respond to non-conformities at any time in a precise, fast, and resource-efficient manner.  <\/p>\n\n<h3 class=\"wp-block-heading\">Packing Instructions &amp; Packing Specifications<\/h3>\n\n<p class=\"wp-block-paragraph\">SAP packing instructions and packing specifications use rules to define the exact packaging materials for each product and form the operational foundation for compliance with the PPWR. They prevent unnecessary empty space by enforcing size requirements at the packing station and automatically generate the exact material data required for regulatory reporting during the creation of handling units. Furthermore, they ensure that only approved, recycled-material-compliant packaging materials are selected and manage the systematic processing of reusable packaging cycles.  <\/p>\n\n<h3 class=\"wp-block-heading\">Embedded Analytics<\/h3>\n\n<p class=\"wp-block-paragraph\">Data can be aggregated and analyzed using embedded analytics \u2013 for example, via Fiori \u2013 as well as through customized ABAP reports or side-by-side apps. In particular, embedded analytics enable real-time integration of logistics transaction data with master data, without the need for external interfaces. <\/p>\n\n<h2 class=\"wp-block-heading\">EWM in practice: An underestimated factor with a major impact<\/h2>\n\n<p class=\"wp-block-paragraph\">Anyone using SAP EWM should under no circumstances base their reporting on theoretical ERP bills of materials. The physical reality is reflected at the packing table and in warehouse operations. In case of doubt, a packer may choose a larger box or use additional filler material, which can inadvertently violate the statutory 50 percent void space ratio. Use EWM not just as a system that moves pallets from A to B, but as the validated data source for your PPWR reports. Base your documentation on the handling units (HUs) that were actually packed. However, this only works if you consistently map all materials in the system, including stretch film, strapping, and corner protectors. Only what is digitally recorded in EWM can later be reported to regulatory authorities and retailers in a legally compliant manner.      <\/p>\n\n<h2 class=\"wp-block-heading\">The real challenge isn\u2019t the software<\/h2>\n\n<p class=\"wp-block-paragraph\">The biggest hurdle with PPWR isn\u2019t coding the final report. It\u2019s the sheer volume of missing packaging data. Experience shows that collecting the exact specifications from your suppliers \u2013 such as declarations of conformity, PFAS-free certificates, or recycling certificates \u2013 and entering them into SAP master data takes many months. Anyone who delays starting master data maintenance now, shortly before the August deadline, will ultimately fail not because of the software, but because of empty data fields.
